Chavez did not care for anything local, although, as militaristic, did strengthen its centralist State and social control. He eliminated the local assemblies, postponed the council and mayor elections, had a chain of failures in the popular productive economy: Auto Organized Sustainable Rural Villages system(Saraos); vertical hen-house of Merentes; intense hydroponic farming brought by the Agrarian University of Havana; Zamoranos Founds; Nucleus of Endogenous Development(Nubes); Social Production of Enterprises designed by bureaucrats of the PDVSA office; Socialist Enterprises that dont pay their workers and in majority private; supposed congestion in that the government got its private employer the 51% of the state's enterprises actions; Social Property of Enterprises; and communal councils with the rebuff of economic cooperatives and its credits as well as its banks; and more than one commune rejected in the 2007 Referendum.
This failure came accompanied by a bureaucratic framework without a clear politic: State Ministry for the development of the social economy for a delegate that didnt visit a cooperative(Nov. 2002); Returned Faces Mission, then Che Guevara, 2007; and four more ministries; Popular Economy(Minep), Endogenous Development(both Sept. 2004), Communal Economy(2007), and Social Protections and Comunes(2009). Result: Chavez had a cemetery of cooperatives, in the mayor world.
Causes of the failure: 1.- Politicization to exhort the bolivarian circle to construct them; 2.- incomprehension of the cooperative corporate dimension; 3.- government with cooperatives with families and friends getting the contracts; 4.-Dead funding, with political goals and under the table commissions; 5.- Human potential underestimated, of the formation and training, thinking that with a bill everything was sufficient. Chavez had the audacity to accuse the capitalistic cooperatives, when the fake capitalistic, "mickey mouse" were his.
These reasons linger. his heirs appear not to comprehend failures and continue to impose the patters from the top, excluding those who oppose the regime, manipulating the population with fear. the Ministry for the Communes confirms that "the north of the revolution are the communes" and that "cooperatives have to be confronted". we reply: a government that impose those models, not only ignores the strengths of the people to auto-organize but it also loses the "creative power of the people" emphasized by Nazoa. Ministry: you forget, same as Chavez, that the State is liable to impulse, encourage and protect the genuine popular organizations like the cooperatives; you forget that your government survives thanks to your savage capitalistic state, to your capitalistic communism(70% of that we eat is imported), and moreover to your militaristic and bureaucratic framework; in that context we understand your position but we do not share its views. Secretary: cooperativism is democracy in progress, contrary to what you and your regime does.
